E. André Carter has 30 years of entrepreneurial and development experience, beginning with his serial participation in seven IP-focused technology startups that required expertise with the classic development model. Participation in numerous real estate investments led to a career change that moved him back to D.C. exclusively.
As co-owner of the real estate investment business, Mr. Carter focuses on identifying and selecting properties for acquisition and development, highest and best use analysis, due diligence, financial modeling, devising construction and acquisition finance plans, developing marketing plans to achieve stabilization and value creation, and assisting with project design to drive yield and maximize efficiency. Since co-founding the real estate business, the ultimate value created in outbound sales or upon stabilization of the properties Mr. Carter has identified, acquired and developed has consistently exceeded the initial investment goals.

MARK BAUGHMAN, AIA, IIDA, LEED AP

Mark Baughman has been a partner with the architecture firm SKB Architecture and Design for 35 years. With 40 years of professional experience, he is an accomplished design architect and has been recognized by the International Interior Design Association, American Institute of Architects, DC Building Industry Association, National Association of Industrial Office Properties, and Engineering News-Record with more than 25 design awards. His expansive portfolio includes associations, corporations, law firms, federal and public work, residential, retail and hospitality projects. Mark has designed and built projects all around the world, including sub-Saharan Africa, Southeast Asia, the Middle East and the Indian Subcontinent. A registered architect in 20 states and the District of Columbia, Mark has a keen knowledge of architectural history and styles and directs the design efforts of the firm, ensuring consistency of design quality.
An addition to his work as an architect, Mark has been deeply involved with the community since starting his architectural practice in 1987. For over 20 years, Mark served as Board member, President and pro bono architect for Sarah’s Circle, an organization that was formed out of The Enterprise Foundation and provides housing and services for low-income seniors in the Adams Morgan neighborhood. At the same time he served as co-Chair of the DC Building Industry Association, where he led the volunteer renovations of 18 Washington DC parks in troubled neighborhoods, working closely with parents, police and neighborhood stakeholders.
Mark was appointed to different important civic committees including the DC Workforce Investment Board the DC School Modernization Oversight Board and the DC Building Department Leadership Committee.

REARDON SULLIVAN, PE, LEED AP

Reardon Sullivan has 36 years of experience and expertise in HVAC planning, design, and construction observation. As the owner and founder of WFT Engineering, he has led the firm to achieve 25 years as an award-winning, exceptional small business enterprise.
Sully leads the firm’s MEP/FPLS engineering activities and daily operations, while remaining directly involved in project management as well as performing building system analysis and design services. One of the earliest WFT projects was the relocation of the 9:30 Club in Washington, DC. Since then, the firm’s design portfolio has diversified and expanded to include government, commercial, healthcare and institutional facilities across the Mid Atlantic.
A wide range of clients includes the National Institutes of Health, NASDAQ, the World Bank, Hilton Worldwide, law firms and other commercial interiors clients, several embassies, academic, healthcare, developers, and more. Sully takes pride in the fact that a majority of the firm’s projects are for repeat clients.
Mr. Sullivan also provides services as an expert witness and has been qualified as an expert in codes. He received his BS in mechanical engineering from the University of Maryland and is licensed in the District of Columbia, Maryland, Michigan, Minnesota, and Virginia. Mr. Sullivan is invited regularly to be a featured speaker and panelist at professional symposiums and events including, most recently, Bisnow.
