THREESCOPE is an experience-rich, resource-deep real estate development team that sees every project as unique and deserving of a thoughtful solution. The  founders of the firm each bring more than 30 years’ hands-on experience leading finance, development, architectural, planning and engineering firms, executing projects in over 20 states and 100 countries.

Andre Carter, Reardon Sullivan and Mark Baughman came together to form 3Scope after recognizing the problems created by applying standardized solutions to projects in communities that have unique characteristics and needs. They  learned that there is a critical need for people who can see the big picture and small details at the same time, who have the depth and breadth of experience to be able to offer clients truly creative and innovative solutions that make sense.

Headquartered in Washington, DC, 3Scope has offices in Chicago, Illinois, Redwood City, California and Rockville, Maryland. 3Scope maintains affiliate offices in Dubai, Hong Kong, Singapore and Saudi Arabia,

E. André Carter has 30 years of entrepreneurial and development experience, beginning with his serial participation in seven IP-focused technology startups that required expertise with the classic development model. Participation in numerous real estate investments led to a career change that moved him back to D.C. exclusively.

As co-owner of the real estate investment business, Mr. Carter focuses on identifying and selecting properties for acquisition and development, highest and best use analysis, due diligence, financial modeling, devising construction and acquisition finance plans, developing marketing plans to achieve stabilization and value creation, and assisting with project design to drive yield and maximize efficiency. Since co-founding the real estate business, the ultimate value created in outbound sales or upon stabilization of the properties Mr. Carter has identified, acquired and developed has consistently exceeded the initial investment goals.

Andre’s investment themes have included:

  • Private, off-market transactions with long-term owners, families, and business founders.

  • Transit-oriented, community-supported projects, typically mixed-use with housing component for both median and upper income markets.

  • Value creation via entitlement and increased density in solid markets.

  • Enhanced investor yield via federal support and other tax credit funding.

  • Structured for sale or expanded development, yet financed conservatively to accommodate market changes.

  • Sub 65% LTV
